It's men and women, black and white, needle and thread but not the other way around. There is a reason for this and I once saw a video on it but can't find it.

In fact, it seems to me that instead of onĺy meaning that someone did not do something, "was not to supposed to" also means that something might not have been done. For example, if I say that someone "was supposed to go to work yesteŕday", I really don't know if the person went or not. They might have gone or not. I'm not sure if they did or not. Am I correct?

I think there's a little confusion, but I'll set an example, there's an expression that goes like this: - I have to get to meet her Translated into spanish, is: = tengo que llegar a conocerla But we can say: - I have to meet her. = tengo que conocerla In other words, those expressions are synonyms, the only difference I can see is that: "To get to" means, you hope to get the chance " to have to" means, it's a must or obligation.
