- "To belong to" = algo pertenece a alguien. - "To belong in" = alguien pertenece a un lugar porque ahí ha estado toda su vida o ahí debería de estar de acuerdo a lo que es o ha sido. - "To belong on" pertenece a un lugar grande, amplio, en las calles donde es libre o donde se desempeña mejor. - "To belong at" pertenece a un lugar específico donde se siente bien o está a salvo lejos de problemas. - "belong here" pertenecer a un lugar donde es correcto que esté. - "To belong with" pertenece a donde debe estar con las personas correctas. - "belong together" se pertenecen el uno al otro, no deben estar separados. - "things belong to" las cosas deben estar en un lugar donde pertenecen.

"Cut down on = reduce the consumption of something. "Cut down" = just reduce the quantity. "Cut back on" reduce the amount or number of something, kind of synonym for "cut down on".

I think that the case with belong in jail, on the streets, on the farm, at home, etc. is not that it changes because of belong, it's actually that the preposition goes with the nouns (eg. We say in jail, at home, on the farm, on the streets, etc).
