Woo there. I am from San Diego. It's not $1 billion to expand the light rail line. It's $2.1 billion. The other half is from a half percent sales tax increase. The costs mainly come from 2 sources. 1) High real estate prices in the area of intended construction starting at $300k for a Condo and $800k for a house. Any sort of eminent domain will carry a large price tag. 2) Complying to all the bullshit environmental oversights California has in place. Actual construction, planning, and operation is probably under $100 million. That isn't actually the highest estimated cost of light rail in the county. They will also be making light rail travel through the historic center of the city going through densely populated and even more expensive real-estate. In total, the county expects to spend $50 billion in transportation improvements from now through 2030 mostly funded through local taxes and federal grants. California is a Democrat state, and a Republican city like San Diego often gets short-changed by the state so it needs to fund it's obligations through locally collected revenue. The last major construction by the state in the City was when Reagan built a wall on the southern border between Mexico and California.

I swore to never make New Year's resolutions. It's too easy to fall and get back up, but, after awhile, you can't take it anymore and put it off until next year. Now, I can set goals any time of the year, so, if I fail, I can take a break from it, re-think the plan (see why I kept failing), and try again, later. Make this at any point of the year and you can't excuse not restarting right away.

Votes of all elected officials must be recorded. There must be penalties if a vote is not recorded, they must be expelled from ever serving in any government position and the bill must be nullified. While these won't prevent corruption, waste, and treason, they might slow down these bad things.

It'll take a revolution to make a solution. There's no incentive for politicians to appeal to the few voters over the donor class, and the courts have failed to protect our liberties, like equal protection under the law and allowing corporate money to pretend to be free speech (even though corporations have zero voting rights and presumably should pay 0% taxes unless it's okay for them to suffer taxation without representation), and we saddle the future with debt to pay for services they never received (effectively taxation on the future without representation too).

Spending caps aren't that great of an idea because, during a recession, the government needs to pump money into the economy to reignite the economy. I agree that we should do something about the debt, but spending caps may cause more harm than good.
