I remember seeing a level crossing's barriers rise and then close again seconds later years ago.

A bit late in the day, but Ufton LX was a "crossing of death" (literally) a few years back; you can look that up elsewhere. One of the commentators below has already explained the fact that it's an AHB. 25s is suppose to be the minimum time for that type - but it's often longer for slower trains. The other fact worth noting around 2:22 in this is how high the contact wire (OLE) has to be over level crossings to allow safe clearance of some road vehicles - look at the train's pantograph.

Well, the wait at Ufton is short as it's an automatic half-barrier crossing on a 100 mph line, triggered by the approach of the train. The ECML is 125 mph and therefore cannot have automatic crossings by law - so the operator in the control centre has to check the monitor to ensure the crossing is unoccupied and trigger the barrier lowering sequence.

The road to the next crossing was actually just behind me and it looked like I might have had to drive a long way before I could find anywhere to turn around.

As to the momentary clearing of the crossing before the lowering sequence was re-activated, that I cannot explain. It must have been an error on the part of the control centre worker.
