I can’t find anything in the rules about when a Caesar is captured regarding being allowed to build units of that second colour. However, in the games I play, I do allow the victorious leader to build in the other colour as well as his own.

For the 1984 Milton Bradley rules you take ownership of the defeated player's units, including their colored galleys that are already on the board, but you can't build any new galleys in that color nor can you rebuild any of the captured color galleys if you lose them during the game. You own them, but if you lose them they're gone forever. "After you capture an enemy Caesar, the following rules apply: 1. You own all of the defeated player's units remaining on the board and you can use them just as you use your other units. 2. You cannot ever build a galley in the colour of the captured Caesar or reactivate a previously destroyed general of that colour. "

In the 1984 "Classic" rules you take control of all their pieces, including any that are not currently in play, and you're allowed to build them or re-build them. "If your Caesar is captured, you are immediately eliminated from the game. The victor gains ownership of all of your money, pieces, markers, and units! " I've always interpreted "ownership of all" to mean that you can build and rebuild them.
