since the USA doesnt want ot help Ukraine , cant ukraine "buy" the license for producing those 1000km ranged missles?! :o or critical knowledge to design their own?!

Ukraine has a plan to manufacture their own Neptune cruise missile system. However, these systems can't reach a range and accuracy of Western systems as precision manufacturing at this level (nanometers) can only be found in USA, Europe, Japan and SK.

Russian missles land mostly in civillian areas, maybe they are not precise or maybe that is intended ​@mertanen1

@barryduffy4651 Probably they are both intended to civilian targets, but they also miss their target frequently. I understand that also Russian artillery is inaccurate, especially in the long range. And North Korean artillery shells even more so.
