He usually dodges the first shot you take at him with The Service Weapon but that doesn't stop people from emptying endless clips into him. If you quickfire Launch, he'll dodge the first attack but the second one will smash into him like a cannonball.

I felt the same way, but I feel like that might have been part of the design. It's a fucked up, ancient building that has an interior many times bigger than the exterior. It's a nightmare and a mystery, and I think the team wants you to feel it out and absorb the layout of the Oldest House. I think that's pretty cool. At the same time, I got very frustrated with navigation in this game.
