for rotated text: first rotate the objects 90 degrees, run the PDFSHXTEXT command, then rotate the text -90 degrees. works every time

Another option for rotated text is to set the UCS so the positive X direction is in the direction that the text is moving and the positive Y direction is toward the top of the text.

Hello. Unfortunately I do not have a lot of information on this as we do not really deal with Chinese text here typically but I did find this info: knowledge.autodesk.com/support/autocad/troubleshooting/caas/sfdcarticles/sfdcarticles/The-text-of-an-imported-PDF-file-will-not-be-recognized-as-a-text-but-is-converted-to-polylines-in-AutoCAD-based-products.html My suggestion if this does not help would be to reach out to a local reseller in China or Autodesk to see if they are able to help with this further.
