I will say, it looks like the baby cookie has pigtails, unless that part is just the wrapping being colored weirdly.

Not really. Cookie Run, despite the characters being cookies, have much more humanoid designs, looks, and personalities, while in that movie/show, the characters are simply food with cartoony limbs. Also CR lacks the edgy, more mature comedy and humor that the movie/show has.
