Just like in Canis Canem Edit when you encourage people to attack you in front of the Prefects/Police and they arrest that person instead of you!

you should download the LCPDFR mod, play as cops, arrest people, random missions popping everywhere, fun

Is this modded somehow or vanilla? Never played gta 4 but it does seem like the world is quite a bit more interactive than gta 5

Not a mod, GTA4 had more details like this compared to GTA5
