Cops can’t pursue bikes because it’s a safety risk. That, combined with the fact cops are far more likely to pull a singular bike over for petty bs, is a lot of the reason they go over the top when in groups. The cop shouldn’t have been following so close to begin with. He had ample opportunity to simply get the guy who was popping wheelies’ plate number and confront him about it later. But, since he decided to insert himself in their group and make it to where no one could easily maneuver around him, he put the other riders at risk. Because other cars have to also turn to go under that bridge, they may hear the siren, but aren’t able to see the lights. Even slowing to a stop may not be enough to guarantee the safety of the riders’ behind the cop.

I'm pretty sure that specific device (the one you count into instead of blowing into) is used more so for drug testing but it could also be for alcohol. The guy literally admits to speeding and weaving in between traffic while speeding. He obviously didn’t show how he was driving before getting pulled over for a reason. It is just common sense to assume he was probably driving around like an ass hole and being reckless. The lady cop was probably right he shouldn’t be on a bike he is going to kill himself if he keeps driving the way he does.
