Do you know how to design patterns? My first advice is to watch some KZbin videos on how to create a seamless repeat pattern. I recommend having some classic textile patterns in your portfolio like jacobean florals, block print designs, etc. Best of luck!

Does this eliminate the need to register digital artwork in a copyright office?

In the US, your work is technically copyrighted from the minute you create it. Some artists will register their work with the copyright office as an extra safeguard, but it gets very costly at around $50/piece last time I checked. I do think this easy extra step in PSD helps safeguard your work (at no extra cost) and makes it much easier for the court to track your ownership - should it come to a legal battle. Best of luck!
