I believe glycogen phosphorylase stops 1-4 cleaving when its FOUR carbons left that branching off 1-6.

My daughter just found out through genetic tests that she is a carrier for GSD1a. It is my understanding that in order to be a carrier of the gene both parents had to have also had that particular gene? I have had blood sugar issues since I was very young but always LOW blood sugar and never high. Is it possible I have had some form of GSD that was never diagnosed?

One parent with the faulty gene is enough to make the kid a carrier. If both parents had the defected gene, then the kid is 'affected' which fortunately is not the case with you. Lucky for you.
