No because in case of perfect complement goods , goods are consumed together .Means there should be positive consumption of both goods . In case of corner solution amount of one good will be zero which is not the case with perfect complement

Economic bads are defined in terms of utility, when consumption of economic bads increase, then utility falls. While, giffen are goods are defined in terms of prices , when prices rise their consumption rises. So both of them, are defined in terms of different notions
