Just finished my first floating frame thanks to you. It took me a looooong time as I measured 4 times, thought about each angle and cut, measured a couple times more...then did the cuts. In the end it turned out quite well!!! And I've determined I need a new mitre saw. :D

The screws aren't holding the frame together. They look like they go past the 45degree cut. So the dowels are doing the joining.

Possibly. But they are still together so either way; it works just fine 😉

Another option for strengthening the corners is A) use wood glue B) cut a small groove to the backside of the corners, and attaching a triangular piece in back of the frame. It will not show on the faces, and holds extremely well. You also can make the cut with the frame sitting flat on the table saw. C) Don't use 45's at all, and use a half-lap joint, which is much stronger a bond, as it relies on two faces of the wood being glues to one another. (If you are going to see dowel pin covers over screw hole, then the joinery won't make much difference :P)

Not so obvious how to attach the canvas so that it sits with the gap! It would have been nice to see that part!

Yeah; sorry about that. I pre-drilled some holes and just used screws going into the back of the painting. Off course being careful to use the correct length screws.
