I have order the h170 from amazone and the lianli lancool 3 case I already have a 240mil aio but it cant keep the i7 10700k cool cpu is idel at 45c and when i game it is 104c

Yes you can just tighten them by hand. But you can use a screw driver too, just be careful not to overtighten as you can do harm!
