Best way to see that is to look on the keys of a piano. The sharps and flats are the black keys sharp on the way up flat on the way down. There are no black keys between B and C on a piano. Same for E and F on a piano there are no black keys. This is the western scale of music. There are other scales. If you pluck a string half the size the sound is one octave eight notes below the first full sized string. And there my knowledge ends.

It's more correct to use the term Notes on the Fretboard. A scale is made of notes, and you need to mention about octaves. Chords are made up of notes.
