"Clickbait" is just a form of false advertising. False advertising has existed since the start of time. It's not really a new concept, just one that we see more of now that we use the internet so much. Back in the day, for example, you would see it in newspaper headlines and in flashy TV advertisements (and you still do, but we just have moved on to using the internet, so it's followed us there in a new form).
