Not sure he could. He has theoretically transcended mortality at this point. Does he understand mortality enough to make it work? I doubt it personally. But if he had the last dragonborn's soul to power it? Maybe...

Mirrak was the backup plan if the last Dragonborn failed. Mirrak could absorb dragon souls while in Oblivion, so I imagine when the Last Dragonborn dies Mirrak would absorb their soul and become powerful enough to return to Skyrim. He’d gain all of the abilities from the Last DB. As long as the Last DB had already learned dragonrend then Mirrak would have a good chance of besting Alduin.

Miraak could beat him, yes, but he certainly won't be able to absorb Alduin's soul either. Until Alduin destroys the world he cannot definitively die, furthermore, unlike his peers, he is a real divinity

Something that I think you should have mentioned is the victory Miraak has over the Last Dragonborn. He totally incapacitated him when they first met, and it wasn't really much of a surprise attack either, since Miraak was equally caught off guard. LDB appeared facing Miraak when he had his back turned, Miraak exclaimed "What?", proving he was caught off guard. While he did have Seekers and Sahrotaar and with him, he didn't need them to defeat LDB. All it took was as lightning spell.

Just saying Mirrak is an idiot he said no to joining a rebellion only to start his own And I'm fairly certain that the last dragonborn just hit the factory reset

perhaps it was Mora who told him not to intervene, perhaps because he had foreseen the clash between the two dovahkiin.

@goldenironman3408 I like that idea. Mora can see the threads of fate, so he could see a fight between the two and therefore wanted to hold out so he could get a more powerful servant
