And Iran-linked armed groups in Iraq have targeted Israel.
A range of diplomatic efforts has proved unsuccessful.

You have to go back to "Suntzu and the Art of War". Not all lands are good lands. Many lands are very non-producing lands. These are lands that cannot survive unless you have a lot of "welfare" pumped into the systems. So Suntzu make the argument you need to understand that "money" and whether or not that land can support your army you have on it matters in short and long run. Gaza, the West Bank, and Southern Lebanon are very poor lands that will need massive infusion of cash from an outside source just to be manageable.

I agree, in "Suntzu the Art of War". Suntzu make very clear that there is a lot lands that should not be conquered by the State because it cannot support the army that is on it. The reason Israel retreated from Southern Lebanon the first time wasn't because they where push out it was because they going broke funding the Israeli army in Southern Lebanon. "Money" is always and short term and long term issue.
