Nah, it's more of neutral. I think they were poking fun at the fact that Italy is commonly seen as "useless" out of the axis powers in WW2. Italy and Japan never had a very big relationship in the past. They just happened to be in the same alliances in WW1 and WW2. Hetalia makes fun of history and stereotypes, so Italy's uselessness and incompetence being exaggerated for humor purposes makes sense.
