The flash from the camera is what is dammaning to the document. repeated flash or exposure to bright light can cause fading, Especially with fragile documents or documents already faded with age. You know like the bright light in the photo coperier provided at a fee in the same office that says no photography.

The act of taking a picture does not damage documents, as others have pointed out if modern LED flash is used. Old style "flash bulbs" emitted a different color light spectrum that could be damaging to documents, LED flash does no more or less damaging than the photocopy machine they provide at a charge.. Depending on they type of overhead light used they could be damaging the documents everyday when the turn the lights on. Cameras stopped using "flashbulbs" in the 1970's, I don't know how old you are but it's possible you've never seen a flashbulb except in an old movie. Not trying to insult you but just sayin'.
