Owls probably tried to persuade Thomas Wayne to join them. The author said it that Joe Chill killing Thomas and Martha Wayne was planned, but they didn't reveal the entire thing yet if it's the Owls.

That's not it, Joe Chill was more along the lines of being one of the rioters on the streets after Arthur Fleck killed Murray Franklin on live TV, Joe was lucky enough to come across Thomas and Martha Wayne in the alleyway during the riots, even saying "YOU GET WHAT YOU FUCKIN' DESERVE WAYNE," a callback to what Arthur said before killing Murray

I know that Talon in the film Batman vs Robin's real name was never revealed though it is very likely that he was William Cobb as that is the most famous person in the DC Universe to hold the title for the Court of Owls

A single villainous-cabal who just looks The League Of Shadows again? They should have come second to the TAS, Hell they could have easily-fit into it.. & Theyd still be less impactful. Warner still has no idea what theyre doing though, Not even after that sjw-purge, Not even after that alternate-reality take on the 'Batman' movie with catwoman uttering that garbage that warner hasnt even apologized for.
