Wouldn't Julie, Fern, & Marcie be charged with being an accessory to murder? I mean it seemed that Julie & Marcie didn't know that Courtney gagged Liz with a jawbreaker but they knew a crime was committed and didn't immediately go to the police and instead tried to cover up the murder. Julie didn't do much of the cover up besides take Liz out of the trunk and into her bedroom so Julie more than likely would have been offered immunity. Courtney would get the most but Fern also blackmailed Courtney with telling the police and kept quiet in order to be popular.

Here's the thing, Courtney didn't show any remorse and pretty much did everything in her power to save her own skin. Marcy showed some remorse and guilt. Julie didn't just show guilt and grief, she was mad at Courtney for ruining other people's lives just to attain her ends, so much so that she wanted to make her former friend pay dearly for her ruthless actions. The most damning piece was the birthday card. Courtney had foolishly confessed to her crime of killing Elizabeth or Liz as she's commonly known. That would inevitably come back to haunt her. That's why only Courtney had been the only one to face an angry mob at the prom.
