Sir ... something to consider. The reason that the little thin filter is called a "pre-filter", is because the air goes through it BEFORE it goes through the paper filter. It is meant to extend the life of the paper filter. The way you have it assembled here you have made it a "post-filter" and it gets the air AFTER it goes through the paper filter. There is a nice indentation in the rubber seal of paper filter where that thin filter fits perfectly. Give that a try and see what you think.

John M. Washbush for this tractor, the outdoor air comes up from a bottom intake where the foam filter is place, then runs through the paper filter with the clean air entering the carburetor.the metal mesh needs to be on top because it provides a rigid cage preventing it from getting sucked in. If I put the foam on the top, it would suck it into the carb.

To confirm Johns reply, the air intake on this particular engine is from the bottom of the housing, up through the pre filter, the pleated filter and then into the dual runner intake. It's an odd setup. Also, some versions of this engine have 4 hold-down wing nuts for the air filter cover. Perhaps B&S saw what John saw with the leakage and they modified the cover.

I am having trouble removing the air filter cover...the cover screws just turn but wont unscrew.. Craftsman LT1500

B Pru that’s a little ridiculous,.. try using some pliers and compress the screw heads. I bet the plastic tops are just spinning.
