I had everything I'm my youth and did my best to throw it away but somehow by the grace of God I was able to get sober after 2 decades of alcohol abuse. It neither defines a concept, as a concept cannot be self defining and fit into the subject and natuee of existence, nor does it describe a concept, as knowledge of the concept is required as a prerequisite of knowing the concept. It's a non statement that is often spouted by quasi intellectual too fool those less critically thinking than themselves that the have a depth of understanding, such as Popeye perhaps. Though i would love to hear your counter argument to convince me that tautologies do give meaning.
