The hoverpads are off when you aren't in a seat and on when you are, but if the creation toggles them off in-seat they're on out of seat. Basically it swaps which pads are on which messes up the hovercarrier.

THE REASON WHEN HELICARRIER STOPS FLOATING ON WATER IS THAT IF HOVERPADS ARE OFF AND YOU GET OUT, THEY GO ON, AND IF THEY ARE ON IN THE SEAT, THEY GO OFF! I play Trailmakers and when I saw that, it sparked something I learned in game.

To clarify: the first creation goes the wrong diretion. Rowing boats are designed so you pull the boat "forward", which means you sit backwards and go backwards. Pretty weird but honestly you have much better power and handling that way....
