As for the MCU the worthyness is determined by Odin OR they have to be able to break the enchantment that Odin placed on it (like hela). As the dude has no actual magic power, we can scratch the latter off the list. As for the former, the only 'human' to be worthy was Steve Rodgers and I think saving the universe is a pretty worthy cause if you ask me. I just don't think that any old human would be thought of as worthy. (Even though Odin was dead at the time Steve Rogers held it, but the hammer was taken from when he was alive. I'm not sure how that would work). If Odin was going on a case by case assessment of worthyness, I think even Odin would realize that giving the power of Mjölnir to someone like Himmler would be a very bad idea, I'm sure you can agree with me on that.
