Having a brake lever like that would scare the crap out of me... Hard to believe anyone would ride that bike as it was when it was brought into you like that. Yikes!

I have a similar situation with my clutch lever. I've taken it apart, lubed the pin, and lubed the cable. Still happening.

I’ll bet the cable is frayed and needs replacement
