Winning the Pro Tour without officially being a pro should be enough legitimacy to be officially called a pro, right? A Tour Card is not necessarily required in the end, as we can see with Scott Williams once again. Congratulations to Scott! Not many people can claim to have achieved what he has.

It's dependant on your challenge tour ranking, I believe you get invites when card holders can't attend.

Especially outside of England many players don't compete in these smaller tournaments (Gary Anderson for example) so there are some free places.
