To clarify on Fire Peashooter scaling well with leveling, it gains twice as much damage per level as Repeater. At level 3 alone, its already doing 80 per shot. It is honestly incredible for the f2p, considering how relatively strong it gets even at lower levels. also at level 5, it randomly deals 1.5x damage.

Even if the leveling system makes all plants strong, there is always one plant that is better than the others, and in this case the max level Kiwibeast is the best because they are a permanent plant that is cheap, tough and can complete stages alone

Ever since I used Kiwibeast in Reflourished I've been baffled by just how good Kiwibeast really is. People love to talk down on walls by mentioning all the special zombies that instantly crush them, but those zombies don't appear nearly enough to shut down Kiwibeast strats, and once they're fully grown the only zombies that can still threaten them are fishermen and turquoise skulls. Everything else just dies to the sheer DPS kiwi provides

Pretty good tier list. Even in terms of leveling, penny pursuit and arena. But some plants from here my change places. Especially peanut and fire pea might go higher forst one because of arena synergies and second because of insane damage buff with splash on leveling , but kiwibeast , jalapeno and sapfling might go lower. First one because zombies have much higher bite damage in those mods so kiwi beast dies very fast, jalapeno is outclassed by almost all instas especially considering how insane chillie pepper is and sapfling will go lower because stalling isn't always that useful in those gamemods.

Homing Thistle apparently for what I heard from Eclise and other modding experience, is an completely awful plant to balance. That rather is massively overpowered or underpowered on quite stupid ways. In fact, even Cattail from Reflourished caused much less controversy. Is something quite weird honestly, I never heard about a plant with such traits, specially considering Cattail.

Fire pea definitely does have good leveling. Mine is level 3 and it already deals as much DPS as my level 5 repeater, so there's definitely a higher upgrade curve going on here. Fire seed packets are also really easy to get thanks to the pea bundle, which also includes Electric Peashooter and Snow Pea for those who have it.

Side note regarding viability of Blover strategies in Arena: I think a couple of years ago, it was banned very often, but for the last year or so, it's been allowed in more tournaments so Blover strategies can work more often, and end up being the highest scoring strategy a good amount ot times. Most of the time, higher level Blover strategies just rely on Chardguard in C9 to fling zombies upward. However, there are also many zombies that would directly prevent such a Blover strategy from working, or certain mechanics (such as the current Bombegranate tournament, which has catapult zombie that crushes Chardguards, Torch Zombies that instantly burn them, and respawning graves that push Chardguards all over the place).
