To me the leader of the scrap engines is Dudley as that sounds like his attitude whereas the scrap engine that saved bowler was the one who encountered Derek who had remorse for him and wished a peaceful afterlife.

Somehow I thought Douglas would be moved a few minutes before the scene actually happened, it's a common thing for mischievous ghosts to tamper with engines and rolling stock, Bear's door would realistically be closed (and locked) so Douglas with an open cab would obviously be the victim.
