If they do rebuild they should make a boat dock area lower to hitch boats to and then a stair up to the top so that boaters can dock at it they could charge fees for permanent spaces to park boats to and make money for a rebuild. Have lower tier level to put the boats at and a stair at the end to new places and then rebuild across too !

The Pier brings in tourism which brings in the money you need for those shelters. If the money isn't gonna be spent on the Pier, it was never going to be spend on housing the homeless.
