Why not you think that he is trying to sound out whether that china guy behavior is suspicious or not and whether he is telling the truth about helping passenger to carry the bags. He want to see his reaction after he purposely ask him the passenger name Sometimes a police officer purposely ask you a lots of question at one go to actually make you slip your mouth and reaction. That's how they catch you.
