So, when the police set up a sting, and there is no person or thing to act against. How can a person be charged with "attempt" when nothing existed to commit a crime against? I can see if one goes to rob a real brick and mortar bank, but not when a sting is set up to where there is no target to commit a crime against.

I'm struggling with how to prove the Mens Rea for attempted theft. How can I show that he intended the full offence?
