for row 16 for the first petal is it 23 single crochets after the stitch marker or 24 after the stitch marker from row 15??

On the first side it's 24sc after the stitch marker and on the second side its 23sc. I always put the stitch marker in the last stitch of the previous round💗

The easiest way to increase size of an amigurumi is using thicker yarn or doubling up your yarn and with a larger crochet hook. Modifying the actual pattern would be complicated and different for every Amigurumi 💗
