Yes you can! I would just make a small sample and see if you like how the color change looks. I have seen many pretty blankets made with self striping yarns.

What are the steps to take when using this stitch technique to make a dress?

I don't have a pattern for a dress. I would recommend finding a pattern using the stitch because depending on the shape of the dress you may need to increase and to do that you may need to work very specific increase rows. You would either be increasing 3 stitches in one place to add another repeat of the pattern and this may be down over 1-3 rows depending on how you want the increase to look.
