I think the movie completely missed the soul of this joke in manga. Delinquent who tried to intimidate Kamiyama looked nervous when he realized Kamiyama is challenging him to eat all the pencils. He had hard time swallowing them. He had to vomit them out afterwards. The humor is not in "guy eats pencils" but in "guy faces unnecessary hardships because he wants to look badass and threatening". In the manga, it's Kamiyama who psychologically won in this clash.

"Hell's Kitchen" is a reference to a part of Manhattan, NY which has a bit of history of violence. Kamiyama uses it to give his dearest mother an idea of what his school is like.

Personally, I think english is just plain awkward at times. But in this case, "Tokyo's Hell's Kitchen" is a non-literal translation used in lieu of what he's actually saying because it would come out sounding coarse in english... ... but that's just what I think.
