It may not may have made much sense timeline wise but I feel like Crosshair pulling the helmet out of the snow would have been more impactful if it was the iconic stormtrooper helmet instead of a TK helmet.

I'd have to imagine the ranking structure isn't as cut and dry as that. Chances are any Clone military personnel are considered subordinate to Imperial officers - fitting given the Imperials' distaste for Clone Troopers. Alternatively, Nolan was only given op-com until the mission was complete like he mentioned earlier.
