I believe it is because of the new very rare collectors cache sets. There are some issues going on with both jug and pudge arcana. They would fix it I guess.

i think they made those arcana like persona in a way that you can equipment every item in each slot without the arcana occupying one the slots, and in this case the jugg arcana takes the head slot. now you can use a different head with the jugg arcana still in place
