First time I've ever seen a Police street sweeper! I'm guessing they used it for cleaning up accidents. I think you're pretty spot on about the engine, calling it an International engine. Sounds exactly like a Powerstroke 7.3 diesel, aka the International/Navistar T444E. As far as being an undercover unit.....eh I don't know about that.

First most likely used by NYPD (it’s that color) for incident clean ups and or evidence clean up which makes me believe there would have to be a police evidence dump. Second before old police, fire, and ambulance... any emergency vehicle can be sold it has to be taken out of commission and have the lights, sirens, and radios disabled or removed (depending on where you are located).

I think you have to extend the sweeper arm on the side, to be able to turn it on. Used to drive on, it has a lock button on the arm. And when its pushed in it wont turn on. It has to be extended. Thats what i think.

I don’t think that was actually a police vehicle. I think that more then likely the red and blue lights were just used for extra visibility while it was working. I’ve seen tow trucks using red and blue lights because the public is more apt to get out of the way vs the amber lights. Just a guess.
