Like the bro said,"plot armor" it's pretty unfair to compare them, Bell was designed to be a broken character that surpasses others and was indoctrinated to have a hero-like thinking and lost his only family to monsters while Lefia was a regular student that was recruited three years prior to the story.Bell's fire bolt is a unique fast spell whith no chant while elven Magic consists in whide range magic with long casting time,this is the reason elves hate magic swords and why they were almost annihilated also mages usually are on the back protected by the other party members,concurrent Castings helps but only a few mages can use it the only ones shown were broken characters:Ryu,Riveria and lefia later on .Currently in the story she has improved Riveria thought her staff techniques so she can defend in meele also the deaths of some companions made her mature a little. In the main story an army is going to invade Orario and was inplied that Loki familia dealt with them and in sword oratoria was confirmed that lefia dealt with them even holding back as to not kill them.

Lefiya just isn't the same character as Bell. Bell is striving to reach his goal, and stand next to the Kenki with his own power. He desperately WANTS to be a hero. Although both Lefiya and Bell are extremely shy and bashful people, Lefiya is shy both in battle and in a social environment, while Bell is able to sober up and think rationally in a battle environment. Lefiya could be extremely powerful, and over the course of SO, she gets a bit better. Bell also has the additional effect of being able to go over S class stats, reaching SSS stats and the likes, which give him the power of higher levels without him actually being at that level. (Something that Hestia confirms is unique to Bell during a conversation with Hermes in the LN.)

I mean I made a spreadsheet based on all known danmachi level information to try and work out how fast she would be. And I got something like 3x the speed of sound assuming speed increased proportionally with agility.
