simple dual rank RAM with tuning the timings can get you some good gains. XMP is a good start but tuning helps alot. What I get on open air: 5900x - 120w - 14.5 kh/s 5950x - 135w - 18.8 kh/s

i dont like CPU mining, it's the power ( 140-160w) of the 3070 mining Kawpow algo.

I do CPU mine (monero). I got a load of cheap Chinese X99 micro-ATX motherboards with 18 core Xeons and simple power supplies, costing around 120 usd per rig. They do about 7kh/s each stock, not overclocked or anything. No case, just sat on a shelf in a line. The ROI isn't great, probably over a year. But, they are simple, quiet, small and largely trouble free. My GPU rigs need a lot more attention to keep going well, there are always cards dropping out or whatever. They can be a bit of a pain. But with the CPU miners, they just get on with it day after day and I can just forget about them. And I really like Monero!
