The 3rd shell can hold up to 18 electrons but 8 electrons at first

That is correct. The model of the atom at O' level is a simple one and for CSEC you are only required to learn the first 20 elements. At A levels the model becomes a bit complex with visualizing electrons in a three dimensional manner in orbitals (s, p, d and f)
