As I analyze that part of his routine, the migrants was probably a joke because Puerto Rico is acrually a territory of the U.S.. The garbage patch part was possibly because so many Puerto Ricans live in New York, or elsewhere in the U.S., but especially New York, and something like 47% of Puerto Ricans identify as being Democrats, or supporting Democratic Party candidates, while only around 22% support Republicans. I can't guarantee that's what Tony was going for, but it seems possible to me? Implying that so many Puerto Ricans are living here instead of Puerto Rico because their voting practices and support of the Democrats has made things worse instead of better? I hadn't heard of Tony until this, but I see he's a Gemini, so it's possible that his routine was, perhaps, a little bit above the average intellect of the average viewer?
