"Do you believe torture is immoral?" is a much more complicated question, and harder to reduce to a yes or no question. It depends on what you mean by moral or immoral, and different people have different views and standards of morality. Torture on its own might be easy to consider immoral, you might be torturing someone who'e innocent, or someone who's guilty but doesn't necessarily have any extra information. Or you might torture someone and find out their 20 friends all plan to carry out bomb attacks and you'll potentially save a lot of lives. Which is why it's more reasonable to stick to the clearly-defined boundaries, such as "we did things according to the rules", which she says here in the video. Moral or immoral is potentially subjective, but they did whatever was necessary, and legal, at the time. Answering either a plain yes or a plain no would both paint her in a very bad light, and that's why she's evasive. If she says yes, she's the CIA director who allowed torture even though she thought it is immoral. If she answers no, she's the CIA director who believes torture is not immoral. Lose-lose.

She's asking questions that require explanation, yet is demanding that Haspel give a simple answer. Also if you can see through what questions she asks, you can see she's trying to push a narrative/agenda (which isn't uncommon at all for politicians to do) that would favor Harris' viewpoints. Even when Haspel said that the CIA gained information through terrorists and said they did not use torture, Harris came back and said "So yes you used torture" (or at least implying that the CIA used torture) which completely contradicts what Haspel said. This is the type of manipulative tactics that politicians and media like to used to press people into a corner and say/agree with points they didn't even make in the first place.
