So on base is the 90 degree curl and off base is less than 90

Less or more than 90 degrees. The curl, when wrapped, would need to be directly on the section in order to be on base. Imagine baseball, It helps. If I were to ask you to stand on base, you wouldn’t stand to the right of it, or left of it, you’d stand directly in it. Imagine the parting on the scalp as the base and the curl as the person lol! Hope that helps
