AoA! Don't you think the word "Universal" is not suitable for being a valid custom ? As this word means that the custom is accepted in the whole world.........but Pakistan's custom can vary from India's or any other country's.

W.Aslam, Universal in sense of custom means it is universal in a particular society or state, not for specific persons and specific place. E.g. if a custom exists in Pakistan, this requisite demands that it should be applicable in whole Pakistan Universally.

Customs have been transformed into laws, in 13th and 14th centuries, English law was given statutory authority under the crown, the “customs of the realm” became England's common law, this is how it becomes the part of western law.
