Spoiler: Then she goes back to being cold for no reason, but apparently she goes back to normal after that. So she never actually developed from the council. She was apparently faking it the entire time. Her "true" self being cold, selfish, and uncaring. Even after all the time she's been with the council, and all the time we've seen her, she apparently remains as "The Ice Queen".

Most of that came from Shirogane's imagination but they been less plotting against each other for it. This time it's them trying to have more courage to face each other more openly. It still happens later in the story in the manga, just not really for this season.
