he's having trouble accepting babe as his adopted son since he's a different animal just like kerchak the gorilla had a hard name accepting tarzan as his adopted son since he's a human. also rex is mentally depressed because although he is a good sheepdog he no longer has the skill to compete in the national sheepdog championship due to his hearing becoming bad.
